Overview:

City/County Association of Governments of San Mateo County (C/CAG) provides a unique forum for all 20 municipalities and the county to work together to find cost-effective solutions for transportation, stormwater runoff, land use near airports, and climate protection.

C/CAG administers the state-mandated Congestion Management Program and prepares the Countywide Transportation Plan, which establishes a long-range transportation vision for the county and informs the Regional Transportation Plan and Sustainable Communities Strategy prepared by the Metropolitan Transportation Commission (MTC).  C/CAG also partners with local jurisdictions and other transportation agencies to develop transportation plans and studies for areas and projects with countywide and regional significance.

C/CAG’s member agencies are subject to regulatory mandates to reduce the amount of pollution carried by stormwater runoff to local creeks, San Francisco Bay, and the ocean. C/CAG established its Countywide Water Pollution Prevention Program to cost-effectively support these efforts by providing technical assistance to member agencies implementing local pollution prevention programs, and implementing countywide compliance activities or collaborating regionally with other Bay Area stormwater programs, when appropriate.

C/CAG acts also serves as the the Airport Land Use Commission for San Mateo County. The Commission has three primary responsibilities: to coordinate airport land use compatibility planning efforts at the state, regional and local levels; to prepare and adopt an Airport Land Use Compatibility Plan (ALUCP) for each public-use airport in its jurisdiction; and, to review plans, regulations and other actions of local agencies and airport operators.

C/CAG also provides support to the San Mateo County Subregion in performing the regional housing needs allocation (RHNA) in San Mateo County.  C/CAG, in partnership with San Mateo County Department of Housing, provides funding for the 21 Elements project to assist member jurisdictions with housing policy development and certification of Housing Elements.

Program Highlights:

  • US 101 Managed Lane Project–The US 101 Managed Lane project would create a 22-mile express lane in each direction on Highway 101 in San Mateo County, creating continuous express lanes extending from I-380 in San Bruno to Mountain View.
  • Safe Routes to School Program–C/CAG administers federal and local funds the San Mateo County Safe Routes to School Program.  C/CAG partners with the San Mateo County Office of Education to coordinate the program on a day to day basis. The goal is to increase the number of children safely walking and bicycling to school through education and encouragement events. A large network of district and school coordinators, PTA members, volunteers, and other parent groups assures the program’s success.
  • San Mateo County Energy Watch–C/CAG provides energy efficiency services and incentives to qualifying public agencies, schools, non-profit organizations, farms, residents, and businesses.  C/CAG also assist local governments with greenhouse gas emission inventories and climate action planning and implementation.
