Overview:

The Kings County Association of Governments (KCAG) is the Metropolitan Planning Organization (MPO) for the Kings County region.  Member agencies include the County of Kings and the cities of Avenal, Corcoran, Hanford and Lemoore.  As an MPO, KCAG serves as a pass-through agency for funding for local transportation projects.  KCAG receives direction from the Transportation Policy Committee (TPC) and the Technical Advisory Committee (TAC).  Representatives from each of the member agencies serve on these committees.  Caltrans District 6 staff also serve in an advisory capacity.

KCAG coordinates with other San Joaquin Valley MPOs on projects that are regional in nature.  Members of each of the MPOs’ policy boards serve on the San Joaquin Valley Regional Policy Council, an advisory board that provides guidance on valley-wide subject matters.

KCAG is one of 8 MPOs that make up the San Joaquin Valley Policy Council.

Program Highlights:

  • Kings Area Rural Transit–Kings County’s economy is based on its agriculture and is the livelihood of many residents.  KART provides public transportation to residents of all incorporated and unincorporated cities in the county, with regular service to Fresno and Visalia.  This enables farmers to efficiently and affordably travel to and from their homes.  KART Paratransit is available for certified ADA passengers any time during normal service hours
  • Abandoned Vehicle Abatement Program–The AVA program started in 1997 and provides oversight and guidelines for the removal of abandoned vehicles within Kings County.  Kings County imposes a $1 DMV vehicle registration fee, which funds the program.  Following an inspection of abandoned vehicles, the Abandoned Vehicle Abatement Service Authority removes them and helps alleviate the County of litter.
