Overview:
The Napa Valley Transportation Authority (NVTA) is a Congestion Management Agency (CMA) formed in 1998 as a joint effort by the cities of American Canyon, Calistoga, Napa, St. Helena, the town of Yountville and the County of Napa. NVTA serves as the countywide transportation planning agency. The agency’s goals, duties and composition make it easier for local governments to tackle the increasingly complex problem of traffic congestion.
NVTA receives state transportation funds, federal Surface Transportation Program (STP) funds and other funds that are apportioned to Urbanized Areas. It is also able to enjoy certain benefits, as well as comply with the additional requirements of being a designated federal Transportation Management Area. NVTA also develops the long-range county transportation plan, which (along with similar plans from the other eight Bay Area Counties) forms the “primary basis” for the RTP/SCS adopted by the Metropolitan Transportation Commission. In turn, the county transportation plan must consider the most recently adopted RTP/SCS to assure that the county transportation plans and the regional plan employ a common planning framework.
NVTA operates Vine Transit, the Napa Valley’s bus system, and they oversee the planning and funding of paratransit (transportation for special needs and disabled riders), the maintenance and improvement of highways, streets and roads, and bicycle transit. As the program manager for the Transportation Fund for Air Quality, NVTA also helps promote air quality in the Napa region.
NVTA also works with the Metropolitan Transportation Commission to coordinate funds from the Transportation Development Act (TDA) for transit, paratransit, streets and roads, and bicycle projects. Additionally, NVTA serves as the Abandoned Vehicle Abatement Authority for the allocation of funds derived from vehicle registration fees.

Program Highlights:
- Napa Countywide Bicycle Plan–Napa County attracts many bicyclists with its mild weather and beautiful surroundings. NVTA has adopted a long range goal of having all trips in Napa County made by bicycle. The Napa Countywide Bicycle Plan is a 25-year vision for a complete bicycle network throughout the region. The bicycle system will be a safe and enjoyable way for residents and visitors to engage in an active lifestyle while accessing public transportation, school, work, shopping centers, and other recreational activities. Use of the bicycle system will also result in reduced traffic congestion and energy use.
- Vine Trail–The Napa Valley Vine Trail is a project that, when finished, will span 47 miles, link Napa Valley to the Vallejo Ferry Terminal, and connect to the Bay Trail. The project is being pursued by the Napa Valley Wine Trail Coalition. The Coalition is made up of 27 groups representing the public and private sectors in Napa Valley and is working to design, fund, and construct the Vine Trail. The trial will not only promote physical activity, but art and culture as well through projects such as the Vine Trail Outdoor Classroom program and Arts, Culture, and Education (ACE) programs.
