SB 79 takes effect on July 1, 2026, requiring MPOs to develop and finalize implementation maps in advance, but SB 677 would not take effect until January 1, 2027—potentially changing the assumptions underlying that mapping work. This timing mismatch could force MPOs to revise or reissue maps shortly after release, undermining certainty for local governments and developers while increasing administrative burden and litigation exposure.
