Overview:
In 1969, California and Nevada legislators agreed to a unique Compact for sharing Lake Tahoe resources/responsibilities. The two states and the U.S. Congress amended the Compact in 1980, with public law 96-551, which also established the Tahoe Transportation District (TTD). The agency is responsible for facilitating and implementing safe, environmentally positive, multi-modal transportation plans, programs and projects for the Lake Tahoe Basin, including transit operations.
Specific tax revenue to support transportation facilities and transit can be allotted to the District. TTD may also acquire, own and operate public transportation systems and parking facilities serving the Tahoe region and provide access to convenient transportation terminals outside of the region.
TTD facilitates, implements and delivers transportation projects in the Tahoe Basin. The District also provides operational authority for transit services within its boundaries. The District’s responsibilities also include: providing transit vehicles to public transit operators, acting as the Consolidated Transportation Service Agency (CTSA) for the Tahoe Basin, implementing a rental car mitigation fee, managing grants from the Federal Transit Administration (FTA) and Federal Highway Administration (FHWA), and advising the Tahoe Regional Planning Agency (TRPA) and Tahoe Metropolitan Planning Organization (TMPO) through the Tahoe Transportation Commission.

Program Highlights:
- US 50/South Shore Community Revitalization Project–This community development project plans to transform South Shore’s downtown by addressing pedestrian, bike, transit, and auto needs, as well as affordable housing, economic development needs, and scenic improvements. Congestion management will reduce greenhouse gas emissions and improve air quality, while pedestrian and bicycle pathways will improve safety within downtown and encourage locals and visitors to enjoy community gathering places. Environmental approvals are currently underway, with construction expected in the near future.
- Transit Provider–TTD is responsible for providing operational authority within its boundaries and providing transit vehicles to public transit operators. They currently operate the East Shore Express, South Shore Service, and Valley & Lake Express. These transportation options alleviate congestion in the area and protect Tahoe’s natural resources. To help improve accessibility and coordination of transit services, TTD has developed a Mobility Management Program to develop partnerships, provide education and outreach, and offer travel orientation and training.
Board Makeup:
One member appointed by each of the following: the Boards of Supervisors of El Dorado and Placer Counties, the City of South Lake Tahoe City Council, the Boards of County Commissioners of Douglas and Washoe Counties, the Carson City Board of Supervisors, the North Shore Transportation Management Association, and each local transportation district that is authorized by the State of Nevada or the State of California. A member at large, representing a public or private transportation system operating in the region, is also appointed by a majority of the other voting Directors. Representatives of the California Department of Transportation (Caltrans) and the Nevada Department of Transportation (NDOT) sit on the Board as non-voting members.
